賴斯「新鐵幕演說」

上週四，2008年9月18日，賴斯發表「新鐵幕演說」，普京陽具應聲勃起。

美國國務卿賴斯事先張揚的演說，嚴詞聲討俄國之獨裁統治及霸權野心，普京政權則在同時試射導彈，豎起中指。

一個月前，俄國揮軍入侵格魯吉亞，密謀生吞南奧塞梯及阿布哈茲兩地，向東歐再伸魔爪，西方為之拍案而起，但心虛腳軟，進退失據。俄國以賣血（石油天然氣）暴富，並且手捏歐洲的血管（輸油輸氣管），普京傀儡兼俄國總統梅德韋傑夫有恃無恐，向西方喊話：「我們無懼新冷戰」（"We are not afraid of anything, including the prospect of a new cold war"）。

賴斯發表「新鐵幕演說」，是一個月來西方對俄國最惹火最強硬的還擊，直指普京獨裁統治，與62年前丘吉爾的「鐵幕演說」，交相輝映：

“What has become clear is that the legitimate goal of rebuilding Russia has taken a dark turn with the rollback of personal freedoms, the arbitrary enforcement of the law, the pervasive corruption at various levels of Russian society and the paranoid, aggressive impulse, which has manifested itself before in Russian history”

聲討俄國共產暴政，丘吉爾62年前說：

“We cannot be blind to the fact that the liberties enjoyed by individual citizens throughout the United States and throughout the British Empire are not valid in a considerable number of countries, some of which are very powerful. In these States control is enforced upon the common people by various kinds of all-embracing police governments to a degree which is overwhelming and contrary to every principle of democracy. The power of the State is exercised without restraint, either by dictators or by compact oligarchies operating through a privileged party and a political police. ”

62年前，丘吉爾聲討史太林，迎戰極權主義版俄國，62年後，賴斯聲討普京，迎戰寡頭獨裁版俄國。俄國式專制，自彼得一世以降，孽根深種，循環不休，如同一隻九頭怪獸，妖首斬之不盡，帝俄，蘇聯，先後自我引爆，但又馬上長出普京政權這顆新魔頭。

「對內專制，對外好鬥」（“increasingly authoritarian at home and aggressive abroad”），俄國通出身的賴斯警告，共黨餘孽普京的俄國，重走蘇聯帝國老路，正走上一條「自我孤立及被國際社會遺棄的不歸之路」（a one-way path to self-imposed isolation and international irrelevance"）。
